Most ruched dresses gather at the waist and leave the rest flat. This one is ruched throughout, bodice and skirt both, so the folds run the full length and the vertical lines they draw do the elongating that a plain column would need heels for.
The neckline sits off the shoulder, which is why the ruching starts high enough to matter. It is polyester with no stretch, so the shape comes from the gathering rather than from the fabric pulling. White, floor-length, and it takes a gentle machine wash.
